A file in the Postal Archives that I stumbled across in 1993 indicated that in the late 1950s they were sent to HM The Queen, Princess Margaret, The Prime Minister and living former PMs, living former PMGs and about five Overseas Embassies. By the mid 1960s they would appear to be more common by the number I have seen on the Market.
